All this week pro-lifers can look forward to an informative and very useful discussion of the focal piece of legislation for National Right to Life in 2012: the “Pain-Capable Unborn Child Protection Act,” now the law in five states.

In Part One, Pro-Life Perspective Co-Host Olivia Gans uses the five minute broadcast today to interview the architect of this powerful initiative: Mary Spaulding Balch, JD, who is the director of state legislation for National Right to Life. It is no exaggeration to say that Mary is the driving force behind most of the successful legislation passed in state legislatures around the country.

Today Ms. Gans and Mrs. Balch set the table for the remaining four programs. They begin with the core truth of all pro-life campaigns: keeping the baby front and center of the debate. As Mary reminds the listeners, that was the genius of the partial-birth abortion debate. People emotionally identified with an unborn baby who has been almost completely delivered and then brutally killed when scissors were plunged into her head.

Likewise with the Pain-Capable Unborn Child Protection Act. The law is based on a simple truth: the unborn child, no later than 20 weeks after fertilization, can feel pain. That, too, grabs hearts and minds.

Pro-lifers have been, and must always be, the “face and voice of the unborn child,” Mary says. That is why she will explain this week how grassroots pro-lifers, working hand in hand with National Right to Life, have moved the truth about fetal pain into the larger debate over abortion.
