“Have a Heart for the Babies” was the theme of the West Virginians for Life Rally held at the Capitol Rotunda on February 14.  Pro-lifers from across West Virginia rallied in Charleston to support the Pain-Capable Unborn Child Protection Act, a bill that would outlaw abortions after the unborn baby feels pain, which is already law in five states

Pro-life Senate President Jeff Kessler Senator Prezioso introduced the measure on Wednesday. It has already been introduced in the House by Delegates Perry, Shaver, Reynolds, Hall, Skaff, Smith, Sumner, Walker, Pino, Frazier, and Carmichael.

The Act establish legislative findings that unborn children feel pain by at least 20 weeks from fertilization, and would stop abortions that are performed on babies older than 20 weeks post fertilization.

“West Virginians for Life recognizes the need to act to protect unborn babies from the pain of abortion,” said West Virginians for Life President Wanda Franz, Ph.D.

Other  speakers at the rally included Dr. Byron Calhoun. Dr. Calhoun is Professor and Vice-Chair of the Department of Obstetrics and Gynecology at West Virginia University and Maternal Fetal Medicine Specialist. Also speaking yesterday was West Virginia Teens for Life President Christina Deal. Inspirational music was provided by Synergy, from Mount Hope, WV.

Senate President Jeff Kessler (D) and House Minority Leader Tim Armstead (R) with petitions signed by thousands of West Virginians asking to pass the Pain-Capable Unborn Child Protection Act.

“As a pro-lifer, I am always encouraged by your efforts,” Governor Earl Ray Tomblin reminded those at the rally.  “Today I ask you to continue working to protect the life and rights of the unborn.”

Following remarks by Gov. Tomblin, Senate President Kessler, and House Minority Leader Tim Armstead, petitions containing thousands of signatures from pro-life West Virginians in favor of the proposal were presented. State Auditor Glen Gainer and dozens of pro-life legislators greeted those in attendance.

Participants met with their legislators prior to the rally.  Following the rally, attendees participated in a prayer processional through the Capitol in honor of the unborn lost to abortion and their mothers who often suffer physically and emotionally after abortion.

Of course there is no pro-life measure pro-abortionists would not vigorously oppose. For those NRL News Today readers who live in West Virginia, please go to
