The Arkansas legislature has sent another pro-life bill to Gov. Asa Hutchinson.

On Monday the Senate passed House Bill 1578, authored by Rep. Robin Lundstrum, on a vote of 26-4. SB 1578 passed the House last month by a vote of 75-1.

The measure requires a 48 hour period of reflection after a woman seeking an abortion meets with the abortionist.

One other state— Alabama— has a two-day waiting period. Three states—

Missouri, South Dakota and Utah — have a three-day waiting period.

In addition, under HB 1578, the abortionist would be required to discuss alternatives to abortion, health risks, and the baby’s likely physical development at that point. Printed materials and a DVD describing the physical characteristics of a baby at various stages of development would be provided to the woman.

In addition, if the abortion is performed past the 20th week, the abortionist would be required to discuss fetal pain.

Gov. Hutchinson has already signed into law a bill that requires abortionists to be in the same room as the pregnant woman when she receives chemical abortifacients. So-called webcam abortions are premised around just the opposite. He also signed another bill requiring abortionists to follow FDA protocols when using the two-drug RU-486 abortion technique.
