House Pain-Capable vote next week

Editor’s note. Jennifer Popik, JD, NRLC’s legislative director, spoke Tuesday at a press conference organized by House Majority Leader Kevin McCarthy (R-CA). Rep. McCarthy announced the House will vote on H.R. 36, the Pain- Capable Unborn Child Protection Act, on Tuesday, October 3rd. The following are her remarks.

I am Jennifer Popik, the Legislative Director of the National Right to Life Committee (NRLC), which is the national federation of state right-to-life organizations. I am proud to stand here today with Majority Leader Kevin McCarthy and so many pro-life heroes to offer our strong support for the Pain-Capable Unborn Child Protection Act.

We want to extend our gratitude to Leader McCarthy for announcing this vote and Rep. Trent Franks for your leadership and sponsorship. This bill already passed the House of Representatives in 2015 and garnered a majority of votes in the U.S. Senate.

The Pain-Capable Act originated as model state legislation prepared by National Right to Life in 2010 and is now the law (nearly identical to the Federal legislation form) in 16 states and in effect in 15.

Let me be clear, these are very developed babies — these are babies considered by the medical profession to be a second patient, and these are babies capable of feeling pain. This legislation has saved lives, driving out abortionists from states performing abortions on these very developed babies. And this legislation has the power to speak to the people of this country, highlighting that where this bill is not law, it is legal to kill these very developed unborn children.

Now is the time to say that these babies ought to be protected everywhere! Let’s get it done! Thank you!
