Eight month old baby girl found abandoned, but alive, in dumpster

Police in New Haven, Ct. have a 24-year-old woman in custody after maintenance workers at the Presidential Village apartment complex reported finding an eight-month-old girl in a dumpster on Monday afternoon.

Andiana Velez has been charged with risk of injury to a child, second-degree assault, and first-degree reckless endangerment, according to WSFB-TV.

 “Her bail has been set at $500,000 and she is due back in court on October 30,” The Blaze reported

According to police the baby was alive and alert but that she had some burn injuries on her hands. “Police believe her babysitter left her for dead in the trash,” according to The Blaze.

“It’s scary, you know, thinking what type of person would do something like that. It’s hard to believe someone would do that,” Perry Dennis, one of the workers who found the baby told the New Haven Register. “Basically coming out of shock, you can tell she was freezing, freezing in that trash can,” said Rick Chardon, an eyewitness.

“He stepped away from the trash can, and he heard something crying. He turned around and looked in. There was a little baby that had trash on top of it,” Chardon told WVIT-TV. “[He] called for one of our other maintenance workers over to help him get it out, got it out, as I pulled in they handed her over to me.”

Chardon added that the baby was “shivering like crazy when” he first held her, but that she was responsive.

“Whoever did that to her, they should be punished severely,” he added. “[A] total disregard for life. I’ll never forget it.”

There is much still unclear. Velez is not the baby’s mother, and “While detectives have determined that Velez is responsible for putting the baby in the dumpster, they have not yet determined who is responsible for the injuries to the baby’s hands,” the Blaze reported .

“According to police, Velez assaulted the child’s 21-year-old mother on Monday then abandoned the baby,” WSFB-TV reported.

The New Haven Register reported that the baby’s mother has been located and authorities remain in contact with her:

Mayor Justin Elicker said the child found in the dumpster is an 8-month-old girl.

“As a father, it is unthinkable for someone to do this to a child,” said Elicker, who has two young daughters.
