The overall level of support for the ERA in the U.S. House of Representatives has plunged over the past 50 years — from 94% in 1971, to slightly below 2/3 (65%) in 1983, to just 52% on the March 17 roll call. A bare majority–while Article V clearly requires two-thirds votes.
